Dewey Otto Wiley (1898–1980) was a pioneering band director who helped establish the foundation of Texas’s nationally recognized band tradition. Through his leadership at Texas Technological College (now Texas Tech University) and beyond, he shaped generations of musicians and set the standard for excellence in school band programs across the state.
Dewey Otto Wiley is often called the “Father of Texas Bands” for his foundational role in building the state’s band movement. Through his leadership at Texas Technological College and his work with the Texas Music Educators Association, he helped transform school music programs from small extracurricular groups into nationally recognized ensembles.
Wiley’s influence wasn’t tied to a single composition style, but to the development of a disciplined, high-quality band tradition. He emphasized strong fundamentals, ensemble precision, and musical education, shaping both concert and marching band practices. His approach helped define the bold, organized sound that became a hallmark of Texas bands.

Wiley helped launch the first high school band clinics in Texas—programs that still continue today—and spent decades mentoring students who would go on to lead band programs across the state. His work played a key role in giving Texas bands their long-standing national reputation for excellence.
